Honestly? Not with existing taxis. If you have luggage and such you expect the driver to give you a hand to load it into the boot / trunk. They can't do that if they're locked in. Plexiglass / Lexan shields sound good, but makes you feel if you're in back of a police car.
No, the answer is video monitoring and GPS tracker in every cab, and an audio feed straight from the cab. A hidden foot switch that turns on the "duress" code transponder. It won't prevent the guy from getting robbed, but video would make it much easier to find the perp and convict them, and a sign that says this cab is video monitored may deter some crooks.
Another possibility is offer insurance to the cabbies... If they got robbed, they don't have to pay *gate*, but there must be police report and evidence. And if he actually gets shot, well, there's company medical and/or life coverage. (One does hope).

It would be a hlep, I am sure, if in the car, there be a bullet proof piece of glass placed on the back of the front seat/between driver/passengers. However, then there are those customers that like to sit in the front seat. Maybe place the driver where he/she is, with bullet proof glass surrounding the driver. And a slot for the money to go thru to pay for the ride. I hope that helps. Take care.

Bullet proof glass enclosure.
Front doors locked.
Money box with slot for money and no lock on top. Must get under the car to open it up.
Carry guns and sign that says the driver is carrying.
Get out of the car as less as they can.
