In Anglo-Irish, "Top o' the morning (to ya)!" is just another way of saying "Good Day!" or "Hello!" It can be used in the afternoon as well. In ther words, it's an idiomatic expression.

It's equivalent in Irish Gaelic is Dia dhuit! (literally "God be with you") which sounds like jee-uh ghwitch!
