Cops only use their lights/sirens in certain scenarios. For instance when responding to a burglary in progress they will not use lights/sirens so as not to alert the person they are trying to catch. You can't determine where a cop is going just by the absence of sirens/lights. Officers can and do get in trouble for speeding when not neccessary.

I have never heard of the station referred to as the barracks that is a first. I asked the same question in a closed door community meeting and this was the response the chief of police gave me. IF an officer is in a situation that makes him uncomfortable but is not in harms way then he is to call for backup backup is supposed to respond as quickly as possible without running lights and sirens. There are lots of people that take advantage of this but it just means that their services are being called on and it is very important but not an emergency. Hope this makes some sense.

i'm an previous formed Pentecostal. I follow Biblical "guidelines" besides as church guidelines out of love for God and also a terror of God. Even earlier i turned right into a Christian, i did not pick to smoke, drink alcohol, or commit immoral acts. We do. But, I am speaking from experience, we are generally ALWAYS performance police function (ie, not just 'going to lunch' or 'going to the station' not barracks, but going to a call for service or back up another officer).
Just ask yourself, if you were the victim of a crime, how quickly would you want the police to get there? Or, better yet, if you were in a potentially dangerous situation, how long would you want wait for your back-up to get there?
You just don't know. I'm sure there are cops who speed just b/c they can; but they can get in a lot of trouble if they don't have good justification for it. So, most of us don't risk it.
If I caught my guys doing it. I would discipline them.

Police as well as citizens have to generally abide by the rules of the road. Officers however are given a fiar amount of latitude and discretion as to how to drive to calls in progress.
There are numerous ways to look at the way they drive
Patrol with no calls = rules of the road
Call of unknown nature in progress - slightly faster than normal
Code 2 (California) = call in progress, lights, no siren, fast driving
Code 3 (California) = call in progress, get there NOW, get out of the way! Clear a space to your left for them to drive through if you are in the way!

Not all calls have the need for lights and sirens. So, even if they are driving they maybe responding to a call. If not should drive the limit. But, would you if you didn't have to? HECK NO!!!!!!

They do, cops have to drive the same way everyone else does. It is called "due regard". It means that a cop shall drive with regard to the law. Even when responding to a call, a cop should drive with "due regard".
If you see a cop speeding unreasonably, get their plate or sqaud number and report it to the department.

Unless they are going on an emergency call, they are to obey traffic laws, just like any other citizen, but in reality, we all know they do what they please.
