This question is often asked to atheists.
The real question should be, how do we console dying loved ones WITH God??? He is a vengeful, judgemental entity. The Bible tells us we are sinful beings who can never live up to God's expectations and we will never be worthy of his presence because of our sinful nature.
This combination of esteem-destruction and Hell-threats would leave any dying person terrified.

It would be more consoling to tell them that wherever they are going, God will not be there to judge them because he doesn't exist. Nothing they have done in this life will have an effect on any next life they might have. They have the opportunity for a fresh start.

Let's not forget the fact that it's impossible to function in society while still following every single rule in the Bible. And so no Christian is free from sin so technically you're all going to Hell.
