My nephew is getting baptized and I have to get him a gift. I was thinking a rosary but I'm not sure if the Luthern Religion uses these? I'm Catholic so I don't know.

No - Lutherns do not use the rosary.
Lutherns broke away from many of the traditions of the RCC - rosary being one of them.

A photo frame, a cross (not crucifix), a plaque, a protestant bible...

Some do, some don't. How old is he? A nice lamp with a Christian motif for his bedroom would be nice. I think you can find them at most Christian shops. If you ask his Mother about the Rosary that would be the best present though.
