The feline neuter is one of the simplest surgical procedures performed in all of veterinary medicine. The cat is fasted over night so that the required anesthesia is administered on an empty stomach. The scrotum is opened with a small incision and the testicles are brought out. The cords are either pulled free and tied to each other or a small suture is used to tie the cords and the testicle is cut free. The skin incision on the scrotum is small enough so as not to require stitches of any kind.

You make a vertical incision in the scrotum.. excise the testicles.. cut the vas deferens.. .. remove the testicles, and put about 3 stitches in the scrotum.. just like every other animal(well except the stitch rate Horses take 5-6 stitches)
NOTE: Goats and Sheep are easier.. you just put a rubber band thingy on em at birth till they fall off (seriously)

Do you mean "How do they neuter a male cat?" With this: Neutering involves the surgical removal of the male's testicles.

They remove their sex organs. If you see a male cat thats not neutered it has a pair. Like a male dog.

They remove his testicles (poor fella) and stitch him up. Some males kitties have a retained testicle which is higher up in the abdominal region and this involves more complicated surgery to remove the testicle...and it needs to be done because it can become cancerous and this would be sad.

they put a slit on the sac and snip them and take them out.
