Tell her to sign up for direct-deposit. The government offers this service to people who receive checks. All it takes is a phone call the the agency she gets the check from, such as Social Security. They'll deposit the check directly into her bank account, and it won't be necessary for her to go to the bank at all.

I know it is very hard to live on a limited budget, but she might try to save enough from her check the month before to use the bus to get to the bank. Or she could buy a monthly bus pass, which would probably be cheaper in the long run.
If none of these are possible, is it possible that she could get her check deposited directly into the bank. It would be easier to get to an ATM machine than a bank.
Where I live there is a bus service for disabled people that is paid for if they are eligible. Since she is disabled she would be eligible if there is anything like that in her area. Maybe you could check for her.

In the long run, she needs to get direct deposit, that is much more convenient. And usually disabled people can ride the bus for a very reduced rate, you need to apply with the bus company, I suppose. She will have to ask someone to give her a ride, or you can send her a couple of dollars thru the mail (i almost never send cash thru the mail, but I have a couple of times without a problem). Long term, she will have to budget better if this is not just a transition to disability problem. Another thing is she can call social services for help. If budgeting money is something she is impaired with (mental illness for example, or dementia, or brain injury, etc) social security can designate a representative payee to handle her money for her.
All the best for her! Hopefully she can find a friend to drive her and pay them as soon as she cashes her check.

If she goes to her local health and human services building she should be able to get transportation assistance. Where I live they are able to provide tokens for the bus so she wouldn't have to pay. Or, she can just save whatever the amount of the bus fair is for the day she has to go to the bank.

She should save just a few dollars for bus fare so she can get to the bank. If she's unable to do this for herself, maybe she needs a payee to help her manage her money and make sure she has enough for the entire month and bus or spec-tran money.
If she is not managing her money, and your family feels she needs the extra help, but she's unwilling to give up her check to a payee to budjet it, you can go to the courts to see about options for assitance for her.

If she is living in section 8 housing, tell her to talk to her neighbors
and ask one of them to take her to the bank. I am sure there is
someone else in her apartment building that will be going to the
same place on the same day.

Maybe she'd be able to make friends with someone in the apartment area. They could offer to drive her to the bank until she's able to get her fare.
