Unless everyone else drives tanks can see no way to improve vehicle safety from drunks for its a unpredictable factor.The only way to discourage DUI is to make stricter DUI Laws like the 1st offense lose driving privilege mos to 1yr and undergo alcohol treatment program 30days before driving privilege is reinstated and so on. Also get rid of the age limits on drinking alcohol.This is I believe the only country that has the age restictions and is also the country with the highest rate of DUI and Alcoholic vehicular homicide. Having no age restrictions and children at a reasonable age having some wine with a meal teaches responsible drinking to children and having stricter laws geats the drunks off the roads quicker and not after a succession of DUI's when finally they kill innocents while driving under the influence.

Other than providing an alternate way for people to get around when they are drunk (and I am not endorsing the idea) there is little that can be done. If we are already doing education and have stiff penalties in place, we must accept some risk to live in a free society. There will always be people who can not handle the freedom.

Fit a breath tester on the start circuit may help but the driver can always get someone else to start the car - lifetime ban maybe

Get rid of bleeding heart liberal judges that let these drivers back on the road. Most drunk drivers, which cause severe accidents and or deaths, are not first timers.
