Your computer functions in 2 dozen different languages because a human being took the time to translate the user interface into each of those languages.

To translate from one language to another, one must understand the two cultures, their idioms and expressions. Then figure out the real meaning behind the words. In other words, the translator must be capable of rational thought, something a computer can't yet do.

Learn a second language, you will then understand instinctively what you are now struggling to comprehend.
