If you think you can handle a long distance relationship then go for it... but if you know you wont be able to take it, then just forget it its just going to make things harder for both of you when she has to leave

If you think she's worth it, yeah! ask he out, if you guys want it to become serious, work things out so you can see each other, don't wait until the last minute and then you guys won;'t know each other, do it now, so you can build a strong enough relationship to have a lasting long-distance relationship

personally i wouldn't you should just stay friends with her tell her you like her but don't want to get involved in a relationship if she is moving soon.but if you really like her you could try the long distance relationship.
