If you never mentioned it to your vet, they might not know. It could be the glands need to be expressed, your vet and some dog groomers will do it. Best to check with your vet though, my dog had bleeding and it turned out that he had an abscessed gland that required a vets care.

Allergies to food or airborne allergies. The vet can prescribe medication to get rid of the itchiness that is causing the chewing and stop the cycle. Also, have the vet recommend a food that is perhaps less allergenic.

Could be irrittated or clogged anal glands. Take the dog to the vet and have them expressed. Have you ever told your vet? If not, then tell them. If you have, then you may want to see another vet.

Have the vet squeeze the dogs glands. Or if they have already, maybe one got infected.
Both sexes have these glands.

I had a dog that did this. You need more space. The dog is feeling crowded or enclosed more than likely. It's a possibility that you might have to give him up to a bigger home. We did this and gave him to a friend on a ranch, he loves it and has stopped.
