there is no such thing as a fast bike.
YOU are motor! YOU are fast or YOU are slow!
any bike can be geared to fit your needs and wants.
whats fast anyway?15 mph? 40? 70?
how about the current record....167.043 mph????
can you ride that bike to 167.043 mph?
only YOU know..

The other two answers are right. Roadies are fast due to different gearing, skinny tyres and higher tyre pressure.

Mountain bikes etc will run at a typical tyre pressure of about 45psi. This can go upto about 60 psi or more, depending upon the type of riding.

Most mountain bikes will run with 2.1s. I run with a skinnier 1.8. This helps with speed.

If you want to do road, rather than xc, put some road slicks on.

Now that is out of the way, the other answer is also right. You are the engine. You are in a power to weight ratio. So speed is determined by the amount of power you put in, to the weight that you have to move.

Decent aluminium frame is a good place to start. You can then get into the weightweenies mentality of throwing money at carbon components etc.

You might also look at replacing your rear sprocket with a faster gear ratio, although this might effect your climb rate.

You might also look at your set up, make sure that you are being as efficient as possible.

If you still want a fast bike - Carbon Fibre (Typically £5000 for off shelf models). Try anything Scott. Scale, RC Ltd. Etc.

Happy Shopping.

If fast is the "only" concern, get a road bike. Thye have the gearing and geometry to maxmize your speed.
