Papyrus or Vellum and metallic pens. You may also want some calligraphy pens depending on the writing style you will be using.

you can get parchment paper from a stationery store or you can buy art quality paper from an art supply store and 'stain' the paper with regular tea. Before you stain it, gently tear the edges in an uneven manner to make it look 'old', along with the staining.

Use a good quality ink pen or marker for the writing on it.
