best thing to use for semi permanent highlights?

My mom won't let me do anything with my hair thats PERMANANT so whats the best thing to make my hair w/ funky color highlights (like pink purple and blue)but not permanent and also doesn't damage your hair much...

Have you heard of L'oreal's (I think it's L'oreal) hair mascara? They're kind of like mascara wands with bright colours on them, but they're for your hair.

They come in a bright shiny orange package...

You can get them at most dollar stores, drug stores.. just ask. Or indie/punk/rock stores should have them too.

You just brush this stuff on your hair to create streaks in it, but isn't permanent, and washes out after one wash or two. :)
