Ok i lie this boy ive known him since 4th grade and im 8th grade now and i really like him enough to ask him out im about to call him so should i ask him out?

why not.
Some guys(especially your age.. youre very young) might be a little shy around girls and may never ask you out.. As they get older, they get more confident usually(around girls) and theyre more likely to ask you out.
