And most likely he is afraid to ask you out.

So ask him out first. You don't have to ask him on a date, ask him to eat lunch with you or to study with you sometime. Then give him clear signals that you are interested in him. When you do this then you will control the pace of the relationship so you won't have to do anything before you are ready to do it. You can let him take the lead, just make some clear signs "I really, like you." or "I wish we could spend more time together."

Men are goal orientated so why the first kiss and other first times are important to them, the biggest thing is to reach the goal. So if you want the moment to be special then it is up to you to make it so.

You have to be interested in them, show it by asking them questions about their lives, ask them why they think a girl would like them AKA start getting them to sell themselves to you. This will turn the tables really fast. When they answer some of your tuff questions say things like "hmm interesting" and ask more questions. Guys love to be asked questions about themselves. You should also ask things like "would you call yourself a good kisser" kinds of things, let them know that you're qualifying them, and they'll start wanting to win your favor!
