The pictures are on glossy paper and were printed at a Walgreens.
I had to write information about the pictures on the back and I accidentally smudged ink on the front!

Is there anyway to remove the ink without ruining the picture?

We used to clean photos with rubbing alcohol, you could try a drop on a bit of lint-free cloth (not kleenex or a Q-tip) and see what happens. Don't rub, just dab.

I don't think that there's anything you can take the ink off with, without ruining the photo. I would try fixing in Photoshop.

For resin coated (RC) photographs such as the one you are describing you can use PEC-12. Though it doesn't work on porous materials like fiber based prints it will work just fine on yours. Here is a link where you can purchase it.
