Our dogs go out on our front yard (on a leash, of course), but we do clean it up once a week for our own sake more than anyone Else's. It can be a little unsightly, but we've never noticed any odor. In any case we are responsible.
But I can't imagine how anyone could be fined as long as the dog is on its own property and not posing a health threat to anybody in surrounding houses (which would be hard to do unless the neighbors trespass on the property.) On the flip side, our neighbor next door has a side deck that faces the front of our house. Since day 1 when we moved in almost 5 years ago, they have had "junk" sitting outside on their deck. Not a pretty sight whenever we are sitting outside in our front porch. But, am I going to be picky and call some town official? Absolutely not when you consider what's going on in the world today ... a few "poops" and junk furniture are the least of our worries!!

I don't know what laws are in your area, but I know New York has a Pooper Scooper Law that a person can be fined like $200- $600 depending on the area. The city's pooper-scooper law, created in 1978, allows cops, sanitation workers and parks personnel to hand out tickets to dog owners if they fail to pick up their pets' waste. Check out the link I posted below for some states that have the law. I would just google chicago pooper scooper law and see what you get.
