Love is a universal language and can be expressed in many non-verbal ways such as a passionate kiss on the lips or holding someone's hand or caressing someone's face and hair, or just gazing into thier eyes. That's one of the ways you can say I love you to someone.

However, if you want to say it verbally, you can say: Je t'aime (French), Te amo (Spanish), Eu te amo (Portuguese)
