yes. a lot of factors will come in to play, age of you, age of teacher, sex of you and teacher. but you didn't ask "will" you get in trouble. you asked "COULD" you get in trouble. and yes. you certainly could

Depends if you are saying it in a romantic/sexual way, or just an affectionate/friendly way.
Basically, if it makes the teacher feel uncomfortable, yes, then it's harassment and you can get in trouble.
