when ur cooking with boiling water, u should salt the water after it begins to boil and u add what ur cooking. if u add salt before the water comes to a boil, it will sink to the bottom and disslove.

it takes longer for salt water to boil then water without salt. so decide for yourself how long you wish to wait for the water to boil. because other then that, it matters not

its definitly best to put the salt right when the water begins to boil, this way, it wont pile up at the bottom of your pan

doesn't matter.....it's to flavor whatever you are cooking like pasta...so as long as it disolves before you add the food you can do it either way
