2 APOSTLES. The context was to the apostles only...
Matthew 18:1 At that time the DISCIPLES came to Jesus. They asked him, “Who is the most important person in the kingdom of heaven?” ...
18 “What I’m about to tell you is true. What you lock on earth will be locked in heaven. What you unlock on earth will be unlocked in heaven. 19 “Again, here is what I tell you. Suppose two of you on earth agree about anything you ask for. My Father in heaven will do it for you. 20 Where two or three people meet together in my name, I am there with them.”

I don't know where you got that. It does say that things must be done with 2-3 witnesses. Nowhere is there anything that says that just because two people agree about something that it will come to be. I have seen plenty of people on this site agree about things that are out flat wrong. Just because they agreed did not change anything.

I am Catholic, I've never heard of this saying "that if two agree on something, it will come to be". where did you hear it from? It's not in the Bible.
The Bible does have Jesus saying "for where two or three come together in My name, there am I with them". Matt 18:20 Is this what you are thinking about?

No, it doesn't. Where did you get this? Paul and Peter disagreed. If you and I agree that we shouldn't have to pay taxes, will it be so?
