First of all, I am not 100% certain of my answer
The IBF wasnt created until 1983

The first IBF title fight was
1983-05-27 Marvin Hagler W Wilford Scypion
I believe this was for the vacant title

And so, the first number #1 contender would be Roberto Duran who fought Hagler next.
1983-11-10 Marvin Hagler W Roberto Duran
This was in the middleweight division.

However before researching this, I thought Marvin Camel was the first IBF champion and that is what it says at wikipedia. He may have been awarded the title but just didnt fight for a while.

Kind of funny, I always accuse these sanctioning bodies of being corrupt and upon research (click either of the first 2 sources) it turns out that the guy who started this sanctioning body was involved in corruption. even got the FBI involved.

I think Larry Holms created the IBF and was it's first Champion, so who ever he defeated to get the belt he created was the first Number 1# contender. That would be Kenny Norton I believe. I never really followed the lighter weighs and have no clue at to where they fall into the mix.
