Because people are willing to pay extra for the perceived convenience.

If everyone were rational, no one would buy them and their price would be lower.

Also because the smaller bottles are available cold and the 2 liter ones are usually at room temperature.

supply and demand, also if people would take the time to look at things, if you have ever gone into alberstsons they have there 10 for 10 dollar items, but if you check before they go 10 for 10 they r usually 89 to 99 cents, it sounds good so people buy it, you can buy a 2 litre for 99 cents because they sell more then the 1 litre the more they sell the more they make

There are several reasons, packaging for the smaller unit costs more, consumers may want the smaller unit for convenience thereby causing a greater demand and resulting in the company's being able to charge more and get it. There may be an oversupply of the larger units, so a discount is offered in an attempt to move the product. Those are the most obvious, but you may think of others.

you are paying for convenience, if you notice anything smaller cost less.
