I found a bullet with the primer shot, and the bullet still in it at the shooting range, and I took it to the guy in charge, and he put it in this thing and banged it on the ground and the bullet was seperated from the casing, what is this, where can I buy one?

That is a bullet puller. Did it look like a plastic hammer? Sounds like an inertia bullet puller. Gun supply stores should have it.

It sounds like you're talking about an inertial bullet puller. You can get them where reloading supplies are sold, or you can go the the websites for people like RCBS, or Midway or MidSouth Shooters' Supply.

For what you wanted, pliers will do rather than blow 15-25 bucks on a plastic hammer device.
