It depends on the childs age and the state you reside in.
In my state it is
Adults:Children
1:4 (0-23 mos)
1:8 (2 yr olds)
1:10 (3 yr olds)
1:12 (4 -5 yr olds)
1:16 (school aged children)

Another aspect to consider is the total amount of children in the room, as a room of 16 infants/toddlers is way to many even if you have 4 adults.
Max. # of children per group in my state
8 (6 wks - 1 yr)
12 (1 y/o)
16 (2's)
20 (3's)
24 (4's)
24 (5's)
32 (school agers)

It depends on the state and also the type of facility..childcare center, group daycare, or home daycare. It also depends on the age of children. For infants, we are 1 adult per 3 kids. Toddlers 1:5. The older they get, the more kids per adult.

I used to work at a daycare with the 2 year olds and the ratio was 10 to 1. But they are planning on changing it this summer to 7 to 1. But in the 4 year old classroom it's like 14 or 15 to 1. So it depends on the age group.

An infant and toddler is harmed by more than 10 hours of separation a week from mommy. Infants need at least 15 minutes of direct interaction every waking hour. Day care cannot provide anywhere near this. It's a horror show for a child.
