everytime I try to shoot a picture of the television with my webcam, and it's too bright, there's these black stripes running up and down the screen of the picture, how do I stop that? And I'm using Windows Movie Maker.

And no, I can't turn the brightness down on my television, the remote is long gone.

The stripes comes from the tube and not from the webcam/camcorder -that you can stop. Using a plasma or LCD TV (even projector TVs) will do the trick but it's expensive.

Best is connect the TV into the camcorder via A/V cable, set the camcorder to capture the signal and presto - no more stripes whatsoever, what you see is what you get! direct into the camcorder.

And if your pc has the right hardware (capture card )and software like WMMaker, you can even capture TV signal direct to your pc! No need to capture via webcam!
What's more is if you buy a TV tuner card you won't be needing that TV again.

The black stripes appear because the refresh rate of the TV is close to the frame rate of the camcorder, so you're recording the screen as it is updating. The only real way to fix it is to buy a better camcorder like a Canon GL2 that has a feature to sync the camcorder up with the TV or monitor. As far as being too bright, a better camcorder will fix that as well because you can manually adjust the exposure settings.
