I have been dating this guy for a couple of months now and he acts like he is a very sexual person wants to fool around alot but never wants to have sex. We almost have several times but he always says he respects me to much to have sex with me and just get up and leave. We decided that no overnights or moving in together until after a year. I have tried everything and he is all over me but wont go for the home run. What can I do? Thanks

If you want sex, test his resolve. Push the envelope.
I believe the American term is "third base".
Try to convince him hand jobs don't count, then put your hand in his pants. After a few sessions, tell him it's "your turn" and put his hand where you want it.
Depending on your skills, you can stop half-way and tell him what you REALLY Want.
