Yes. A chromatic scale contains all the notes from one note letter to next, an octave up.
Ex. C C# D D# E F F# G G# A A# B C
or C Db D Eb E F Gb G Ab A Bb B C

The chromatic scale is all the half steps from starting pitch to ending pitch. It is best to practice starting on low C, going through all the octaves all the way to C3 (or the highest you know), then top to bottom with a metronome. Start at about 70 bpm and work your way up to 120 bpm with sixteenth notes. Also, use different articulations as you practice. These are the articulations that are in all my practice books for all scales.

To make it simple a chromatic scale is moving up in half steps and down in half steps.

yes. Start on Bb and go to the next Bb, hitting every note. It's easiest to do it in triplets.
