I agree with most of the others here!! A Different Vet is in order!! We have had serveral male cats and never once did anything like this ever happen!!!

As you have probably already surmised from the majority of answers, your baby needs further medical attention, and definitely from a different vet source.
It is not common for a newly neutered cat to secrete blood (or any other fluid) from the surgery site. And for the attending vet to seemingly treat this so casually is in itself cause to seek another care provider. I would say that three times back to the vet, especially with no resolve, is about two too many. And on the third visit, the doctor, (who was obviously either too proud to admit his perplexity and consult with a colleague, or just didn't feel that it warranted his concern, much less his effort) decided that the animal should stay overnight in the shelter. I see this final step as the vet helping himself out in two ways: First, hoping that the bleeding would stop by the time you came to retrieve your boy the next day, probably thinking it would just clot and he would be made to look like a hero; and secondly, he would collect from you all the fees associated with overnight vet care, which is a lot more expensive than some would think.
So, it is apparent that this incident was not your fault. You just have to ask around your new neighborhood and figure out who will be the best caregiver for your pet. Just like finding a new doctor for ourselves, we may have to go through a few before we find one that we (and our pets!) are comfortable with.
Watch the vet closely. During the exam, does he handle the animal with gentleness? Does he speak kindly to the cat? Does he stroke the cat and try to soothe him, even after the exam is over? Does he answer all of your questions? Does he tell you all that you need to know even when you FORGET to ask? Our pets depend on us for everything that keeps them safe and well, and that means trauma-free vet checks, whether physical or emotional. The best advice is to go to the professionals. Call your vet and talk to him or her about new event. If you feel like your vet isn't doing enough or any other reason, don't hesitate to get a second opinion from a different vet in the area.

Take him to anouther vet. They are waisting your money. If the other vet can do a better job switch vets. Not good to stay with a dumb , mule headed, vet who cant stop the bleeding properly that will and might cause infection

No discharge and bleeding from scrotom should not occur after 6hours.
Take him to another vet.
Is he getting at his wound? Some males pull and tug at the surgical site causing self trauma = bleeding. If he is then get him an Ecollar to stop him licking and chewing at the wound

i think taking him to another vet would be the best dissision m y cat didnt bleed at all after we had him neutered! welll good luck and best wishes!

I've had several male cats neutered, and have never seen this. I agree with you; please take him to another vet. I don't believe this is normal. And kisses to you for being so concerned.

No, thsi si not normal, You need to take your cat to the vet, asap. Is is red and have puss, anywhere, it might be infected
