I have a JRT puppy that I keep crated while I'm out. When I return, he is grunting and whining and sounding horse. He also is completely soaked and red on his face. It is odorless, so I don't think it's urine, I can only think that it's drool? Why would a puppy act like this?

Sounds like he could be having seperation anxiety.
I think you should call your vet and see if they recommend a light sedative for just a short time, to see if it would help him calm down and to learn that you will be coming back...
He is probably panting excessivly which would be causing his face to become wet.
And whinning,grunting, and barking ALOT while your gone which could cause the horsness.
He's upset and freaked out about being left in the kennel.

The noisemaking is because he is so excited to see you again. I would just get him out immediately take him outside for a walk and let him wear down some of that energy that he has bottled up from being crated. Puppies have a LOT of energy and even adult terriers are more energetic than many breeds so you will probably have to spend a lot of time exercising him.

It sounds to me like he is very frustrated! Try getting a bone with a hollow middle. Stuff peanut butter in it. It will keep him busy for at least an hr. trying to lick it all out :)
