almost 99 percent of the time this is a fault of a defective phone, modem or satellite box... disconnect everything from your phone jacks and dial your number from a cell or other number... if the phone rings after everything is disconnected then you can start to connect everything one at a time untill you encounter the problem again.. if when everything is disconnected and it still pre trips (rings once then gets cut off) then you need to call your local phone provider, you are proballay on a fiber line outside that needs the line card replaced....

You definitely should open a repair report with your local telephone service provider. they may need to dispatch out a technician to isolate the source of the trouble . You may have what they call a "ringtrip" defect in their central office equiptment. the only other thing you may try is to test your own phone set by checking it on someone else's line.

YOur problem is a short on the line towards the Exchange.
70% of this fault ususally goes back to the modem at your house....
Unplug everything in the house and only plug in one telephone that you knows thats working....
If it is still dead , the fault should be on the line to the XCH...report it to your local telephone Company.
