No, maglevs can stay floating at zero mph - they don't need wheels to move or stay stored. Some may have wheels or some other resting configuration that they use when not in service, but it's not necessary - opposed magnets provide levitation as long as the power is on.

There are different forms of maglev.

In some they constantly float, so the speed is zero.

Jr-Maglev trains have retractable wheels, and they retract once the train hits about 150 km/h
