..i am completely clueless because i dont have much experience with guys. anyways he always notices me and says hi and tries to make me laugh sometimes and says random things just to start conversation even though i dont seem interested. and when he looks me in the eye, i feel a connection between us. i also sense him staring at me from a distance a lot. does he like me? i like him a lot so do you think i have a good chance with him?

If he's saying "Hi" and trying to make you laugh, he's interested.
Now, don't through yourself at him. Don't ask him out. Don't let on that you think he's the cat's meow...
Be a little flirty. Walk up and say "Hello". Give him hint that you are interested without showing him how much.
Give him the opportunities to ask you out. I say here, opportunities.. More than one. See, guys can be clueless too. We're not blind, we can tell when you are being flirty. It's just that we don't know what it means right away. We may be too scared to act on it at that moment. We have to think about how we'll ask you out and what we'll say. And you ladies give us a whole 0.8 seconds to make a move... And if we don't jump at the chance, you scratch us off your list. Or at least we feel that way...
The more a guy likes you, the more he respects you, the harder it is for him to take being rejected by you. So you like a guy? Give him 3 opportunities... If he can't take the bait by the third one, he just may not be ready.

Your chances are excellent. Seems that you are playing hard to get, or are you just shy. Next time he come to you to talk, smile at him more, and give him the impression that you are interested. He will take it from there. If he doesn't, then you make the move. That will really turn him on.

Your best bet is to make a move. If you like him just let him know, he does seem interested in you and maybe more than you even notice. If you wait too long you might regret it, remember "it is better to have love lost than never to have loved at all".

looks like he is trying to pay attention to you so maybe he does like you depending on your age sometimes guys are shy and maybe he don't know how to let you know
