Whenever dogs cry/whimper they don't shed tears and their eyes don't get watery.

u can hardly see it but they do shed tears rite into their fur so its hard 2 see.

Your question brings up a common occurrence that we, as humans, tend to apply wholly human emotions and responses to other animals.

Throughout their history, dogs have not shown emotion in the same manner as we do. Ergo, they do not cry. Throughout their evolution, back before dogs were domesticated, they operated on the pack mentality. Injured dogs may whine and cry out, but that is only to communicate their condition to other members of their pack. Shedding tears would not communicate their conditions as it does with humans.

Even shedding tears, humans rely on other visual cues to actually interpret the message being conveyed, such as a grimace, or a sad look. Dogs cannot and do not communicate in that fashion.

As for dogs having watery eyes, they do produce tears. However, those are specifically designed to protect the eyes from irritants, and not to display any emotion.
