In the US on itemized tax filling, can one write off electricity, phone, water tax?

I would be very carefully claiming home office deductions. That throws a Red Flag up for the IRS. I would consult a Tax expert before you claim the home office or expenses related to it.

No. Those are services and are not deductible even if called a "tax".

If the state levys sales tax on utilities at the general rate, that can be deducted if you itemize and choose to deduct State Sales Taxes instead of State Income Taxes.

Taxes paid on utilites are not deductible on the Federal Tax return

Not unless you are using the house as part of a business.
Then you would write off a portion of these expenses (House represents 20% for business purpose (based on square footage used) and you would then deduct 20% of heat, electricity etc)
