I cannot believe that as smart and educated that this society is today, there are still a great contingency of people out there that believe police departments have "quotas"
That was years upon years ago.

What it is a belief that people can use to justify why they got stopped, ticketed, fined etc. Its makes them(violators) feel better to believe they were just another "victim" of a tyrannical government etc.

As opposed to the truth, they got caught committing an infraction and were corrected for their inaction.

We as a society seem to have lost the ability to take resposibility for our own actions and look for a way to blame someone or something else.

I think it is because to meet their monthly quota on traffic citations. In mineral wells TX I got pulled over for "running a red light" and the cop was not behind me and I was going through a yellow light and I was very aware that there is a cop at a red light on my left hand side. so he pulled me over for running a red light and the fine is $139. the time that happened was at the very beginning of the month.

Out of what?

Off duty? - to make up for the overtime they have had to work during the month.

Out giving tickets? Because they have to make their quota of "Public Contacts". Cops do not have a quota of traffic citations to write, but they do have a quota of public contacts to make.

Further, much of municipal budgeting hinges on the income from traffic fines, court costs, fees etc. I don't need to explain the math here. Just look at your city's Consolidated Annual Financial Report (CAFR). Each government up to the Federal Government has to publish them. What you will find is that about 10 percent of a city's income is derived from fines and forfeitures, I am sure the smaller the city, the higher the proportion.

I've been an officer for over 30 years. I don't have a ticket quota and never have...I get to write as many as I wish based upon the violations I observe!

The only "statistic" maintained by some departments, that I'm aware of, are "activity reports" which are filed at the end of shift. The activity reports include number of tickets issued....number of accidents worked....number of "assists" to motorists such as fixing a flat tire...and number of miles driven!

Police don't have ticket quotas, contrary to popular belief. And I see them out all the time, not just the end of the month.

Ok here's the truth....because if I make my quota then I can win that toaster that I've always wanted (it's only 15 red lighters!). You should see what I win with 8 speeders, a headlight out, and a cracked windshield.

We are trying to meet our quota for the month! Enough tickets gets us entered into the drawing for that free toaster oven every month!

ticket quotas (they claim they don't have them, but all over the U.S. it's the same thing...) I've lived in about 10 states...and the cops always start ticketing the last wk of the month...(then call us liars when we call them on it.)
