Quite common. Use a water- diluted solution of white vinegar on a cotton swab and lightly wipe the inside of her ear and the outer portion of the canal. The acidity kills pseudomonas and also helps with itching. I also like a product called Ear Ease - oily soultion that stops itching and helps with flaking skin in the ear canal. Don't let your child stick anything insider her ear.

Could be dry or the wax bothering her. It is safe to put 1 or 2 drops of baby oil in her ear every few days.
Did the Dr. rule out a fungal infection of the ear canal (like swimmer's ear?) That itches.
It can also be a sign of allergies. My daughter has bad seasonal allergies and she scratches her ears a lot/complains of itching.
