Does anyone know the name of the clothing (I believe it's plastic) that people wear while working out? and what does it do exactly?

I think you are talking about these "sauna" shirts. It looks like you are wearing a trash bag. It supposed to make you sweat moer during your workouts. I would not recommend these. I don't know the brand name though.
Or you could be talking about Under Armour but that isn't really plastic.

Spandex fits tightly, if you want gear that is less revealing
just get clothing that is breathable (it lets sweat evaporate) Cotton hold sweat and dries slowly

I would try some of the breathable fabrics like CoolMax, Dry-Fit, etc... See the link below on why these fabrics are better than cotton. Best of luck!
