I found this info on the CA state tax website:
Homeowner Assistance Program
This program allows a once-a-year payment from the State of California to qualified individuals based on part of the property taxes assessed and paid on their homes. For the 2006 claim year, the maximum amount of assistance that an eligible homeowner may receive is $472.60, which is 139 percent of the property taxes paid of the first $34,000 of full value of the home (139% x $340.00). You may be eligible to file a 2006 claim if you are a United States citizen, designated alien or qualified alien when you file your claim and you met the following criteria on December 31, 2005:
-You were 62 years of age or older, blind, or disabled,
-You owned and lived in your own home, and
-You had a total household income of $40,811 or less

Contact the county assessor's office. They should be aware of any program like this and be able to direct you where you need to go.
There are some states that do offer to hold down or freeze tax increases, but I believe most of them accrue the balance and require repayment when they die or sell the house. But you'll only know for sure by asking the people who actually charge the taxes on that property.

He can apply to the village where he lives for a property tax freeze so that his taxes will not go up every three years as is normal.

PA has property tax rebale. If you meet certain income requirements.
Best place to find out is call your closest state representative. If you don't know who he is, ask your neighbors, or check the newspapers.
He will be glad to help you,((Why not? your father just might vote for him.))
