New York state, the state of Arkansas; the state of California is diversified, etc.... The State of the Union speech would be capitalized because that being the condition, it is the subject. does that make sense? I know what i'm talking about... good luck

New York state. Thats how it should be spelled. You always capitalize state names.

As 'state' is part of the title in this case, it must be capitalized.
