i am moving to the states when i am 20

You don't say where you're coming from.

In the US, boating regulations are strictly controlled depending on which state you are in. In most states if your boat is 16' or less, you don't need a license. But anything larger, like a sailboat, cabin-cruiser, etc will require that you get a "navigation license" or a "captain's" license.

Be prepared for alot of study-it's very intense, but worth it.

You don't have to have a license to drive your own boat, but some states have age limitations. If you're 20, you should be OK.

state troopers and highway patrol take dim view
of boaters trying to drive their boats on the highway..
and I don't think will get very far or you will have a ruined propeller
