You can also do it at the Court house, but they normally dont do the photo.

The post office is probably one of the quickest ways to get a passport. You could write to the state department for an application (which they will send in about three to four weeks) and then send the application with supporting documents and fees back to them and you will get your passport in 10-12 weeks....or you could go to the post office and pretty much get it in 4-6 weeks

I just saw on this site: iBtraveling.com if you click on their ad in the top right corner for cheap caribean you'll see on the top something about a free passport if you book something through them. Might be worht a try?
