You could say Ministry of Education but in the UK it would be the Department for Education http://www.dfes.gov.uk/.

If you are talking specifically about France, I would use 'Ministery for Education', as this is a translation of the French name. It makes it clearer to your readership that you mean the ministery in the French government.
Using 'Department for Education' could confuse your readership because it makes it sound as though you're talking about Britain.
