Everyone agrees my lecturer is terrible at his job. He is from Eastern Europe, and quite incomprehensible. On top of his accent, he's an horrible communicator, which makes him an awful lecturer.
Everyone in the class agrees with me.
At this point I'm so annoyed that in my second year, this term alone I have to have him teaching for 2 core modules. And these aren't easy subjects, so having a bad lecturer is a real drawback.

Please, does anyone know how I complain about him? Will my university do anything? I feel its really unfair that I have to attend such poor lectures.

The first thing to focus on is getting through the class. So, like someone suggested above, start a study group. Read the material before and after class to augment the lost lectures and go to the professor to ask specific questions to show you are trying.
Regarding his lectures, ideally, if you were him what would you want? You would want someone to respectfully tell you about the problems, right?

So, go to him, tell him you respect his knowledge and experience and that you want to learn from him but are having trouble understanding him and keeping up with his lectures. But you cannot do this until you are doing everything else that YOU possibly can to learn from the lectures. Also, try to make it sound like it is you having the trouble not his fault for not communicating. Trust me on this one it simply helps him accept the criticism.

Then, and this is a life-business world lesson - if you go to someone with a complaint you had better have some suggestions/solutions ready. This particularly true if you have to go to step three which would be to find out who the "Chair" person is in that particuar department. Sit down with them and explain to them the circumstances as well as your possible solutions (ask the prof to put his lectures in powerpoint presentations so you can see/read his key points).

The Chair person is responsible for resolving this type of situation. If there is not Chairperson then you will need to go directly to the Dean of the Department. OR go to another professor in the department or out that you like and trust and ask for their opinion on the matter.

This is a tough one. You could get a petition and submit it to the department chairperson. But if you go this route, I'm just concerned that nothing will be accomplished other than you getting a bad reputation with the university. Faculty and staff are highly regarded among their peers, and this is dangerous territory for you. If there is no other lecturer, you might just be better served to try and find a way to get along with this prof. It would actually be fine to go see him, during his office hours, and talk with him. Perhaps if you were to get to know him a little better you could come to understand his accent, as well as his thought process better. I was a Teaching Assistant while getting my M.A., and I have seen this sort of thing before. I just want you to weigh all of your options, and give this serious consideration. I sincerely wish you good luck with this.

You can file a complaint with the department chair and/or the dean of your college. Many schools ask students to evaluate their professors at the end of the semester. I have no idea what your particular university will do, but I have witnessed lecturers lose their positions due to complaints. Believe it or not, students' voices can be heard.

I think you need to start a study group with your other fellow students. If he has tenure you are lost. Unless he is biased in some way you don't have a chance. I had 2 profs that were boring. I just had my friend help me with economics.
