You wont be able to buy any Scotch made this year... yet.
To legally be called Scotch, a spirit has to be aged for a minimum of three years from the time it was made. Generally, you won't find any decent Scotches on the market that have been aged for less than eight years.
It is also important to remember that Scotch, unlike wine, does not continue to improve once it's been bottled - so if you buy a Scotch now, it will take exactly the same tomorrow as it will in 21 years; nothing you get now is going to get any better by the time he opens it.
My advice? Instead of actually buying a bottle now, go to a printer and get a nice certificate printed up that is effectively an artsy IOU to your nephew, promising him a bottle of 21 year old Scotch on his birthday in 2028.
(I should note that Bruichladdie does offer the option of buying unbottled spirit, still in cask. This is great in some respects (it's just been made, it will continue to improve until being bottled, etc...) but unfortunately they only sell it by the barrel (225 litres), which is probably a bit more than you want to get for the kid (and ridiculously expensive).
ps: Congratulations!

Scotch whiskey must be aged a minimum of three years and a day. Once the whiskey is bottled, it stops "aging." So if you want to purchase a scotch that was made the year your nephew was born you will have to wait at least 3 years before they are on the shelves.

If you are looking for a great blended scotch, try Johnny Walker blue label, or Chivas Regal royal salute. If you want a good single malt there are many Glenfiddich, Glenlivet etc. You can't go wrong with the Royal Salute though.
