Lobby for a change in laws in regards to opening up mental health facilities. Reagan basically had laws passed that closed many of them, and so mentally ill people were thrown out on the streets.
Another thing that can be done to help folks is to offer more charitable shelters for the homeless.

You'll find homeless even in the most wealthy of nations no matter were you go. Society as a whole loves to identify problems but are very slow to implement the changes necessary to correct these problems. Yes, homelessness is a problem but how can you solve this problem effectively? Do you take that person home with you, give them the keys to their very own home and a job? Do you just throw money at them? Is this person capable of holding down a job? Do they have any health or mental health issues that originaly may have helped contribute to their homelessness. So you see these are just a few of the questions and issue that need to be answered. There are many organizations dedicated to helping the homeless in America.

This country is not only rich it is also a great country. With very few exceptions the government helps people in ways you and I cant even imagine unless you really take the time to find out. Most people if they really want and do what needs to be done can get help in many forms. Happens to be that a lot of people actually believe that they DESERVE to get help without asking and working for it just like anything else.

Before you "wonder" yourself into too deep a funk you might consider volunteering at one of the institutions that are aiding the homeless. Sure there are arguments on both sides of this coin, graft, corruption, helping to a fault and so on, and many have mitigating and extenuating circumstances to support each side. However, I dare say you might be surprised at what you discover. And at least you'll know firsthand what it is, exactly, you wondered about.

This is happening because there are VERY rich people in our country, but they won't give money away to the poor. Start a fundraiser, or donation program, and send it to schools, or homes.

tell them to get off their asses and get a job. Stop trying to live off the system. Actually most panhandlers are professionals and they make anywhere between 30 and 60K a year tax free. pretty nice gig. Good Job buddy!
