I dont think they can........
I mean they move their head up a little but I dont think they can look straight up. And I dont think they can look up with their eyes, only with their head.
Theres no way they can look straight up.......

+My dogs look up to the sky all the time. Especially when planes fly over and they are outside they try to catch it. Three of my dogs are 15 pounds and under and when they do tricks they look up at me. I am not going to sit on the floor for them Hello I am the boss.

Mine chases flying birds that she spots by looking straight up. So, yes, they can.

When my little pup sits she can look all the way up. But not when she is standing.
