C:\Documents and Settings\Owner\Local Settings\ this folder LOCAL SETTINGS IS MISSING HOW CAN I RESTORE IT

i am directed to this folder C:\Documents and Settings\Owner\Local Settings\Temporary Internet Files\Content.IE5 in windows explorer can not find sub folder LOCAL SETTINGS

Open My Computer > C:\ > Documents and Settings then into your user account folder.

Now manual type \Local Settings after the path in the address field and press enter.

This folder is hidden by default.

You may be able to find a tutorial on fixing this from the Microsoft website but if the computer is a bit messy and slow, I would do a format and reinstall of the OS. Only do this if it needed and you have the drivers, software, documents and OS backed up on disks.
