grrrrrreat question ric, where to start? there are a number of great responses to this question already, i will try to add a couple more.
first, i would disband all the different sanctioning bodies(wba, wbc, ibf, ibo, etc) and just make one, and only one, boxing organization that ranks fighters. next, like someone aluded to earlier, i would get rid of the junior and super divisions...get back to, say, eight(or as many as ten - but no more) divisions, like it used to be. i would most definitely restore the 15 round length, exclusively for championship fights, like it used to be. i like the suggestion of forcing the champ to fight 3-4 times a year. i would put a cap on heavyweight weights so fighters can't come in at 240-270+ lbs...that's just ridiculous. wish there was a great heavyweight out there that could slim down to 220lbs! better drug testing, perhaps before a fight(maybe in between the fight and the same-day weigh-in) to prevent druggies from stankin' up the joint w/bogus wins. better referees and better judges who would never score a fight a draw. in fact, change the pt system to make it impossible to score a draw - - - personally, i would go even further to prevent the scoring of an even round...i find it impossible that one fighter or another would not win a given round! stiffer evaluations of older fighters to force them to retire rather than come back older and fluffier, just for a payday. take their liscense away for good, if they cannot "cut the mustard" anymore. finally, education, investment strategies, and a pension plan for fighters so they won't have to make comebacks in their old age! that'd be a good start...oh, and one more thing - and, this one's for the fans - no more elevating mediocre, or b(or lower)-level fighters(marciano, lewis, etc) to the level of greatness(ali, louis, johnson, tyson, etc....) here endeth the sermon!

1. I would go back to 15 rounds for championship fights. Rounds 13 to 15 are the REAL championship rounds. I'm old enough to remember some classics that are classics mainly because they went past 12 - e.g., the Ali-Frazier trilogy.

2. I would get rid of the unnecessary "in between" divisions - the "junior" this and "super" that. It's just a way to create more champions and what with all the different sanctioning bodies, it's ridiculous. I mean, do we rally need a "junior featherweight" division, for example? Someone is either a featherweight or they are a bantamweight, they are a lightweight or a welterweight, etc.

3.. I would make fighters weigh in a few hours before a fight, rather than the day before. That would prevent guys from dehydrating to make weight and then coming in 12 or 15 pounds heavier the day of the fight. Most of the time, when you see a fight that is supposed to be in one division, the fighters actually weigh enough to be in the next divsion up. That's why you see all these six foot "welterweights," for example. They are actually middleweights when they get into the ring.

I would like for them to bring back 15 rounds instead of 12. i would also make it mandatory for the champ to fight more often. At least 3 or 4 times a year.

I would set specific criteria for judges to look for when deciding the winner of a round. The disparity between some of their scores is amazing sometimes.

The TKO. In older days, it used to be three KO's a round to get a TKO. But that has changed in PRO boxing. I'd love it if they brought it back.

Get tougher on dirty boxers on headbutts, elbows , grabs, low blows, etc. Specially grabs & too much clinching
